  I was able to replicate the error in OOB Maximo 7504.
  Please find attached the screen shot.
  
  Steps to Reproduce
  
  1. Open a browser and login as a user, (ADAMS).
  2. Go to Labor Reporting
  3. Enter time against a work order (1195)
  
  4. Open a second browser and login as a user, (DALEY).
  5. Go to Labor Reporting
  6. Enter time against the same work order (1195).
  7. Click Okay button in this (Daley s) session.
  8. Click Okay button in the previous (ADAMS) session.  The
  error will appear.
  
  BMXAA4211E - Database error number 1 has occurred when
      operating on PLUSTWOQUALFLG : Site=BEDFORD Work
      Order=1195. Report the error to the owner of the
      deployment.
