Start button showing as Active even after IBM Cognos services started

Troubleshooting


Problem

When IBM Cognos services started successfully, the "Start Service" button still showing active. The "Stop Services" button was greyed out not letting customer to stop the services from IBM Cognos Configuration. The 'IBM Cognos Service' status in Windows's services window shows as 'Starting'. The reports and portal is working fine without any issues. Impact : Customer can not 'Stop' IBM Cognos Services via 'IBM Cognos Configuration' window.
