  Steps to reproduce:
  Steps:
  1. Organizations app, create new org TESTAP, base currency 1=AUD
  (Australian Dollar),
  base currency 2=USD (USA dollar), item set=SET1, company
  set=COMPSET1,
  default item
  status=PENDING, clearing account 1000-101-102 (NOTE: gl accounts
  must be
  created for the
  new org prior to setting the clearing account as well as
  creation of an
  active/current
  financial period).  Save.
  2. Create new site in TESTAP org : APSITE1, active is checked.
  Save
  3. Create new company 31998 in Company Master app, select action
   | add
  company master to
  organization TESTAP. Save.
  4. Exchange Rates app, click org TESTAP. In Exchange Rates for
  TESTAP
  section add 2 new
  rows that are active for only 1 hour :
  convert from currency, convert to currency, exchange rate,
  active date,
  expiration date
  AUD, USD, 1.0200000, 0.9803921, 2013/02/20 00:05:00, 2013/02/20
  01:05:00
  USD, AUD, 0.9803921, 1.0200000, 2013/02/20 00:05:00, 2013/02/20
  01:05:00
  Save. NOTE: exchange rate is stored in database in
  appserver/dbserver
  time (Eastern
  Time, GMT-5 in this example). Check backend via SQL query :
  select * from exchange
  where orgid='TESTAP'
  and currencycode in ('AUD','USD')
  and currencycodeto in ('AUD','USD')
  order by activedate;
  5. Change Profile | Default Information : Default Insert=
  APSITE1 from
  org TESTAP,
  language=EN, locale=en_US, time zone=Australia/Sydney (GMT+10
  DST/Y).
  Click OK.
  6. PR app, create new PR 1003, specify company 31998. PO Lines
  tab, add
  new row item =
  0-0031, quantity=43, order unit = EACH, conversion =1, gl debit
  account
  1003-103-103 (or
  any gl account created in step 1's NOTE). Save.
  7. Change PR status to approve ---> get error message
  BMXAA3403E - Could not change PR 1003 status to APPR.
  BMXAA0868E - The exchange rate was not found.
  This is the problem.  Although client received these errors when
  creating a PO from a PR
  then trying to approve the PO.
  
  Note: (date value has to be in synch with the value passed from
  PurchasingMbo/getExchangeRate - probably, don't pass the local
  date)
