Escalating to L3 asking if can be create a APAR --------- After discussion with L3 (M.E) they accepted this was a issue. Based on comments from Richard Tan, the next taskid/prerequisite is not being correctly generated in customer's environment. This was not clear in the first time. Then from now I agree that this is a problem and need to be fixed in Utilities 7.1.2. The same problema does not happen in a single Utilities 7.5.0.1 install.

Problem conclusion
When a new row is inserted into prerequisites, the next sequential number would appear, in this case, 20 is populated. It is important to note that Prerequisites and Tasks are the same thing (JOBTASK.JPTASK) behind the scenes and user cannot create a prerequisite having a same id of a task.
