  Detailed Recreation Procedure:
  
  The steps that appeared to cause the failure were to:
  
  1) Validated a UA on a windows server (UA was stopped)
  2) 12:08 started UA
  3) 12:09 Imported new UA application
  4) 12:15 Refreshed UA application
  
  Observations during testing:
  
  12:03 TEPS responsive and events appearing in Omnibus
  12:15 Last omnibus event @ 12:10:09
  12:15 TEP workspace "Open Situation Counts - Last 24 Hours" goes
  blank
  and SEC stops updating
  12:40 Physical Navigator freezes then TEP client stops
  responding
  altogether.

Local fix

Problem summary

• When a 6.2 FP1 Hub TEMS has TEC event integration enabled, it
  does not shut down completely.  Some processes keep running,
  particularly kdsmain.
  

Problem conclusion

• The problem was due to a counter not getting decremented to 0.
  The OTEA shutdown process would shutdown completely only after
  the counter became 0.
  
  The code has been fixed so that the counter decrements properly.
  A check has also been put in the shutdown procedure so that
  after a finite number of checks on the counter, the OTEA process
  shuts down.
  
  The fix for this APAR is contained in the following maintenance
  packages:
