Error description

• ModelHelper constructor is fetching configuration data for the
  online store from the STORETRANS table to find out
  if Sterling is configured. Additional cache added to store
  information as the data rarely changes.

Problem conclusion

• A new
  com.ibm.commerce.catalog.client.lobtools.actions.ModelHelper
  logical data cache is enabled to use the
  WCSystemDistributedMapCache object cache.  The new cache is
  intended to be used by feature pack code.
