fixTdsForMigration.pl fails with error: 400 URL must be absolute

Problem

This technote explains how to resolve an error, 400 URL must be absolute, that can occur when using IBM Rational Change and running the FixTdsForMigration.pl script.

Symptom

When preparing for a migration and you want to remove shared reports, you would
run this script after editing it with your site specific information.

/data/rc52-8600/jetty/webapps/change/WEB-INF/wsconfig/scripts/FixTdsForMigration.pl

When running the script, you get this full error:

Connection failure: The response as a string is: 400 (Bad Request) URL must be absolute
Content-Type: text/plain
Client-Date: Tue, 19 Jul 2011 13:47:17 GMT
Client-Warning: Internal response
