APAR status

• Closed as program error.

Error description

• The V9.5 IBM Data Server Runtime Client (only French version on
  Windows ) installation failed because VC8 libraries were not
  packaged in the install image.
  
  During the installation following error occur
  
  ERROR:The installation program is unable to obtain an exit
      code for the command "C:\Program
  Files\IBM\SQLLIB\bin\db2icrt.exe DB2"
      because a process was not created. If the problem persists
  contact a technical service
      representative.

      An error occurred while creating the instance "DB2". The
  return code is "5082". Create the instance manually using the
  command "db2icrt".
  
  This problem reported for Fixpack 4 and observed in all V9.5
  versions ( GA to FP4 ).
  

Local fix

• Install the VC8 libraries manually before DB2 RTCL installation.
  The same problem does not happen on a machine where some v9.5
  DB2 product was installed (even it has been uninstalled later).
