LO46305: "YOUR PASSWORD HAS EXPIRED. YOU CANNOT ACCESS THIS SERVER UNTIL YOU CHANGE IT" ERROR FOR NEW USERS

APAR status

• Closed as program error.

Error description

• When configuring Password checking and password expiration via a
  Security
  Policy, newly registered and configured 8.5.1 users cannot
  access the server,
  and the following error occurs: "Your password has expired. You
  cannot access
  this server until you change it".  User is unable to change the
  password, or
  continue on with client configuration.
  
  Steps to reproduce:
  
  Enable password checking in the Server Document (i.e. under the
  Server
  Document's Security tab, "Check passwords on Notes IDs")
  Create Security Settings Policy with the following options:
  
  Create a new user, and apply Policy during User Registration.
  
  Install 8.5.1, and launch client.
  After entering the User Name and Server Name, enter the password
  in password
  prompt (if ID file is attached to Domino Directory), or navigate
  to ID file.
  After entering the password, the following error occurs.
  
  After this error occurs, you cannot continue with client
  configuration, and the
  only option is to shut down Notes.  This problem does not occur
  in 8.5, or
  earlier builds.  These earlier builds will allow you to complete
  client
  configuration, and log into the server.
