LO44631: USING ADMIN CLIENT, CERTIFY AN EXPIRED ID CAUSES A CRASH.

Error description

• Admin client crashes when recertifying expired IDs.  Crash
  happens after you are prompted with "Would you like to certify
  another ID?"  If you select YES, the client crashes, but
  selecting NO does nothing.
  
  Client crashes with the following fatal thread:
