LO43079: WORKSPACE ONLY COMPACTS FROM UI, DESKTOP8.NDK DOES NOT APPEAR TO COMPACT USING NCOMPACT FROM COMMAND PROMPT

Error description

• I ran ncompact desktop8.ndk manually,  nothing appears to be
  recovered:

  I then open the same Notes 8.5 client, and can successfully
  reduce the size via
  right click on the workspace, choose Workspace properties
  settings, compact.
  

Local fix

• Compact the workspace from the Notes Client via right-click,
  Workspace
  Properties, Advanced, Compact

• A programming error was found but will not be corrected. It
   will be a permanent restriction.
