Why do some of my spool files fail to archive into OnDemand for iSeries the first time and then archive OK later?

Question

I'm using Common Server in OnDemand for iSeries. Some spool files from my monitored output queue (outq) go to the error queue and when I later return them to the monitored output queue they archive OK. I do not see any error messages in the System Log but do see several of the following in the monitor job's job log: arsload: Could not connect to server to establish log id
