Error description

• Server crash due to Traveler calling into
  Java_lotus_domino_servlet_NativeStub_native_1write () without
  first calling
  OSInitThread().  It would be better to panic in
  GetLocalPoolDesc() than to
  silently return &tla->LocalPoolInfo which will be a small offset
  from zero.
