LO81981: CAN'T CHANGE COLOR OF CELL BORDER BY OPERATING SYSTEM THEME

Error description

• When we set "Operating System Theme" at Theme on "Windows and
  Themes" of "Preferences"in Lotus Notes 8.5 Standard/IBM Notes 9
  Social Edition., we can't change the color of Cell Border Style
  of Table on Mail Body.
  
  Steps to reproduce
  1. set "Operating System Theme" at Theme on "Windows and Themes"
  of "Preferences"
  2. Create a new mail and a table on the mail body.
  3. Select the table and Right click then show table property.
  4. Show Cell Borders tab and change the color of Cell Border
  Style. but we can see  the color of cell  border is not changed.
