LO78085: NOTES ERROR: ADDING ENTRY WILL CAUSE TEXT LIST TO EXCEED 64K

Error description

• Steps to reproduce:
  
  1. Register 3000 notes users.
  e.g.
   test user1001/lotust
   test user1002/lotust
   ...
   test user3999/lotust
   test user4000/lotust
  
  2. Create Group1, Group2 and Group3.  And add 1000 users to
  each Group members.
  - Group1 has test user1001/lotust - test user2000/lotust.
  - Group2 has test user2001/lotust - test user3000/lotust.
  - Group3 has test user3001/lotust - test user4000/lotust.
  
  3. Create GroupAll and add Group1, Group2 and Group3 to
  GroupALL.
  
  4. Send a mail to the GroupALL by the agent with using
  following LotusScript code via Web Broser by URL command
  (e.g. http://domino.ibm.com/mailsend.nsf/send?openagent )

  5 The following error occur and mail can't be sent.
  
  [1808:000A-13D8] 2013/11/27 20:49:31   HTTP Server: Agent 'send'
  error: Notes error: Adding entry will cause text list to exceed
  64K. Entry not added.
  
  But when we send a mail from Notes Client, it's work fine.
  Domino Server also should send the mail same as Notes Client.

Problem summary
