LO69494: RESIGN POLICY TOOL IN ADMINISTRATOR CLIENT IS NOT OBEYING POLICY MODIFIER ROLE.

Error description

• -according to documentation in order to edit policies you need
  to "Make sure that you have at least Editor access to the
  Domino Directory and the PolicyModifier role."
  
  -if a user has editor access WITHOUT the PolicyModifier role
  the user is not able to modify the policy, however, the user is
  allowed to resign the policy using the "resign policy" tool
  from the 'Action' menu in the Administrator client.
  

Local fix

• -to prevent users from resigning policies lower the level of
  access to author and then assign the proper Roles to achieve
  the desired level of access.
