LO67165: "NOTES IS RUNNING BUT NOT RESPONDING" ERROR AFTER CLICKING MAILTO LINK.

APAR status

• Closed as returned (APAR cannot be resolved without additional info from IBM or customer.)

Error description

• Notes 852 on win7 32 bit, if you open a message in Notes which
  contains a URL and click on it without a browser window open,
  IE opens as expected; but if that page contains a mailto link
  and you click that, you receive an error and a new mail memo
  does not open in Notes.
  
  "Cannot complete the operation. Notes is running but not
  responding. Please close and restart Notes."
  
  If Notes is not open and you go to the same webpage and click
  the same mailto link, the Notes splashscreen appears but Notes
  never starts. (Waited 20 minutes.) Task manager shows
  notes.exe, nlnotes.exe and notes2.exe running. Had to manually
  kill these processes to launch Notes.
  
  Could not reproduce this issue with Notes 853.
  

Local fix

• Open a browser window before clicking on the URL in Notes.
