Troubleshooting
Problem
While configuring a new environment, having folllowed the DBA guide for an Oracle instance, when executing a publish an insufficient privileges error message is generated.
Symptom
Cancelled publish with error:
DROP INDEX <publish_container_name>.<index>
ORA-01031: insufficient privileges during publish
Example: DROP INDEX go_capex_table.index

Nothing of relevance logged
