  This APAR includes the following fixes:
  71095 - RoCE Express2 25 GbE TRLE incorrectly display 10 GbE
  speed after port down event (cable pull).
  71178 - Comment changes to module ISTS2RMQ.
  

Problem conclusion

• The following changes have been made for defect 71095:
  istnocd4/istnocdg - Modified to display *NA* for link speed if
  it is not available for RoCE Express2 TRLEs.
  ists2rop -  Updated GetPortSpeed to clear the SRN_CX_Speed field
  if the information is not available.
  istsris8 - Updated code to issue Access_register command when
  port up event is detected.
  ists2rut - Created GetPortSpeed procedure to handle the new
  utility call.
