Error description
The %INCLUDE ISQMSGU1 is after the %INCLUDE INGMSG02 which is dynamically include into INGMSG01. INGMSG02 can have the following predefined BEGIN; END; Block - IF MSGID = 'ISQ' . & DOMAINID = %AOFDOM% THEN BEGIN; ... ALWAYS %AOFALWAYSACTION%; END; An ISQ900I message will enter the above BEGIN; END: block. The Default ALWAYS action will CONTINUE(N) which stops processing in the current table (INGMSG02), by passing the ISQMSGU1 entries since from a NetView perspective the INGMSGU1 statements were already resolved as part of INGMSG02.

Problem conclusion
The AT member %INCLUDE statement for ISQMSGU1 in the SA z/OS Master Automation Table INGMSG01 was placed after the %INCLUDE statement for the PDB based, automatically generated member INGMSG02. According to the applied SA AT product standards this member contains an ALWAYS automation table statement that blocks the continuation of the AT processing for the ProcOps messages, if the ALWAYS AT option is set to CONTINUE(N). As a fix, the %INCLUDE ISQMSGU1 statement has now be moved before the INGMSG02 include statement in master member INGMSG01, so the ALWAYS option set, does no longer affect the ISQMSGU1 entries.
