APAR status

• Closed as program error.

Error description

• Message AOP3891 saying STATISTICAL RECORDING IS INACTIVE should
  be produced whenever the SMF recording is stopped, however
  AOP3890 which says STATISTICAL RECORDING IS ACTIVE is produced
  erroneously in its place.
