OA29501: U0428 ABENDS AND IMS COMMAND DELIVERY BACKLOG WHEN USING IMSCMD.

Error description

• When IMS command delivery from AF using the IMSCMD REXX
  function is configured for DFSCMTI / ITASK processing only, if
  the IMS region is not available it will still attempt to use the
  BMP and because it's not configured will result in a U0428
  abend.  Repeated attempts will cause a backlog of matches
  that are queued on an internal ENQ.  The backlog can take a long
  time to clear and may result in a MAXRUN condition or may just
  delay delivery of commands to the IMS region once it becomes
  active.

• If the DFSCMTI / ITASK is not available for the specific IMS
