    Problem Description:
    Stopping the Hub TEMS causes an abend due to a failure stopping
    the SOAP Server within kshstop().
    
    The kdsmain.ras file shows the following:

    Recreation Procedure:
    Stopping the Hub TEMS seemed to trigger this without a specific
    action occurring beforehand.  The Hub TEMS was running
    on a Windows Cluster, and instead of going into
    a stopped state after some time (up to 10 mins) of remaining in
    a 'Stopping....' state, it shows a status of 'Failed'.

    At shutdown time, the SOAP server sometimes crashes due to a
    memory error. The kdsmain.ras file shows the following:

    In the reported case, the HTEMS was running on a Windows
    Cluster. The problem can also occur in other
    environments. The TEMS doesn't go into a stopped state. After
    some time (up to 10 mins) of remaining in the the
    'Stopping....' state, the state changes to 'Failed'.
    

Problem conclusion

  • The code was changed to avoid a duplicate attempt to release
    a block of memory.
