  Four problems were found and fixed:
  1: The original reported problem was that when there are
     multiple situations defined on the same table using the
     same attributes, and they have a small sampling interval
     of <= 1 minute or so, then sometimes the data collection
     for those situations and/or the action for them is
     executed twice.
  2: The next problem was that there was a gap between the time
     that a situation started and when its action was first
     executed.
  3: The next problem was that the next expire time on the
     table was set incorrectly, and it would expire based on
     the last situation that was processed while the initial
     drive data collection was executing.
  4: A lock is needed for file open and write operations, since
     multiple threads may try to write to the log file at the
     same time.
  

Problem conclusion

• The code was changed to solve the problems that were found.
