Error description

• The daylight saving time policy changed in Turkey in 2016 and
  the icu code has not been updated to reflect the change.

Problem summary

  * USERS AFFECTED:  All users of IBM WebSphere Application      *
  *                  Server V8.5.5 and V9.0 who are affected     *
  *                  by any daylight saving time rule change     *
  *                  since 2015.                                 *
  ****************************************************************
  * PROBLEM DESCRIPTION: Software using com.ibm.icu.jar          *
  *                      shipped with WebSphere                  *
  *                      Application Server might                *
  *                      display the time incorrectly in         *
  *                      Turkey.                                 *

  * RECOMMENDATION:                                              *
  ****************************************************************
  In September 2016, the Turkish government announced that the
  country would stay on Daylight Saving Time all year, which
  means that Turkish time, all year, is now 3 hours ahead of
  Greenwich Mean Time.
  Whenever there is a change to time zone rules, tables in the
  com.ibm.icu.jar become outdated.
  

Problem conclusion

• The time zone tables in com.ibm.icu.jar have been made
  current.
  
  The fix for this APAR is targeted for inclusion in fix pack
  8.5.5.18 and 9.0.5.3.  For more information, see
