Error description

• Using EXEC CICS START NOCHECK command(s) and local queueing for
  an IPCONN, LOCALQ(YES), results in a SDUMP with CODE=IS0002,
  and messages,
  DFHIS0002 A severe error (code X'0207') has occurred in module
  DFHISIS and DFHKE0030 - Abend ---/AITJ in Program DFHPCP.

  * PROBLEM DESCRIPTION: DFHIS0002 A severe error (code X'0207') *
  *                      has occurred in module DFHISIS when     *
  *                      EXEC CICS START NOCHECK and local       *
  *                      queueing is used.                       *
  ****************************************************************
  An EXEC CICS START TRANSID(tttt) NOCHECK is issued where the
  transaction tttt is defined remote with LOCALQ(YES).
  The remote region is connected using an IPCONN which is
  unavailable, either because it is not active or because a
  connection cannot be established.
  The START command is queued (Local Queueing).
  When the remote system becomes available the START command is
  function shipped to the remote system.
  The mirror task starts and issues the START command which fails
  with message DFHIS0002 and a system dump is taken..

  DFHISIS and DFHISXF have been changed to ensure that EXEC CICS
  START NOCHECK commands that are queued (LOCALQ(YES)) are
  correctly re-issued by the mirror task in the remote system
  when the system is made available.
