Error description

• There are 2 locations to set the filter condition property 'Can
  be changed in the viewer'.
  1. When you create the filter within the filter condition
  2. as an option from the 'Filters' Dialog
  Both option enable or disable the filter condition property 'Can
  be changed in the viewer' but one option enabled/disabled does
  not necessarily enable/disable the option at the other location.
  In certain situations the property is set inconsistent which
  makes it confusing for the user.
