• Closed as program error.

Error description

• This omission was deliberate.  But the field is mandatory in the
  camt.035...  so we agree to change this until we have a viable
  alternative

  This is caused by the action that notifies the channel
  deliberately removing the assignee information.
  

Problem conclusion

• Code has been changed following review of implementation
  decision vs the customer use case.
