Error description

• This APAR fixes the following issues of TOSI.
  
  * Forward-Fit of PI84060: IMS command authorization checking is
  not effective on TOSI under ORF jobs when RACFCHK=YES is
  configured.
  * Forward-Fit of PI90093: IMS command authorization checking is
  not effective on TOSI when uisng IMS DBCTL.
  
  This fix requires restarting IMS to reflect changes.

  This APAR resolves the following issues of IMS Tools Online
  System Interface.
  - Forward fit of Tools Base V1.5 APAR PI84060.
    TOSI should check whether a caller job have sufficient
    authority to run IMS commands when RACFCHK=YES is configured.
    However, it isn't effective properly for ORF jobs.
    Also, RCLASS= parameter which specifies an identifier for RACF
    resource classes for IMS hasn't been applied for IMS command
    authorization checking on TOSI.
  
  - Forward fit of Tools Base V1.5 APAR PI90093.
    TOSI should check whether a caller job have sufficient
    authority to run IMS commands when RACFCHK=YES is configured.
    However, it isn't effective properly when one of the following
    conditions is met.
    - Using IMS DBCTL.
    - RCF=T or RCF=N is specified in DFSPBxxx member.
  

Problem conclusion

• The following TOSI modules have been changed to fix the above
  problem:
  - FOIITK0D, FOIITK0E, FOIITK0F
  - FOICCON0, FOICIVP0, FOICQGR0, FOICRBU0, FOICREQ0, FOICRSP0
  - FOICSAFI
