Error description

• Abend 0C4 occurs in CSQMGETV when a client attempts to get a
  message, and supplies a message handle for message properties
  
  Additional symptoms:

  *                       5C6-0EA75419                           *
  *                       5C6-0B0110C5                           *

  An application issued an MQI call, and passed invalid parameters
  such as an invalid parameter address or a structure containing
  an invalid version field.
  During validation of the parameters CSQMPUTV and CSQMGETV
  incorrectly issue an abend if an error is detected or the
  structure cannot be accessed, and the MQI call returns MQRC 2195
  MQRC_UNEXPECTED_ERROR.
  
  Affected applications also include client connections requesting
  message properties in a message handle (for example, on a MQGET
  call) due to an error in setting the message handle address.
  

Problem conclusion

• CSQMPUTV and CSQMGETV are changed to return a suitable return
  code (for example, MQRC_MD_ERROR, MQRC_GMO_ERROR,
  MQRC_HMSG_ERROR) instead of abending.
  
  When processing client MQI requests that require a message
  handle, the message handle address is set correctly.
