PH05570: REMOVE THE REQUIREMENT FOR BPX.FILEATTR.APF FOR LOG APPLY FUNCTIONALITY

Error description

• Before this fix, access to the BPX.FILEATTR.APF FACILITY class
  profile was required to use Log Apply with Db2 Table Space
  Cloning, to prevent Log Apply from failing with ICH408I
  INSUFFICIENT ACCESS AUTHORITY.
  After applying this fix, access to the BPX.FILEATTR.APF FACILITY
  class profile is not required to use Log Apply with Db2 Table
  Space Cloning.
