PH04376: UPDATE COORDINATION BETWEEN PRIOR SHUTDOWN AND NEW STARTUP.

APAR status

• Closed as program error.

Error description

• CQM or STP subsystem tasks may encounter problems and terminate
  unexpectedly if started too quickly after previous shutdown.
  - The completion return code maybe RC=128.
  .
  - On shutdown of CQM, possible 0C1 in CQM's error recovery which
   may percolate down to the DB2 Recovery Routine, unpredictable
   results could occur.
  
  - this issue can also occur when multiple CQM are started at
  nearly the same time.
  

Local fix

• defer starting subsequent CQM on the same lpar until the first
  CQM completes initialization
