PH03250: TIME64() FAILS TO RETURN A VALID VALUE WHEN CVTLSO IS NEGATIVE.

APAR status

• Closed as program error.

Error description

• The new time64() service in z/OS 2.3 LE CRunTime attempts to
  take into account the number of leap seconds specified in the
  system.
  
  This results in GPR15 upon return to the caller  to be non-zero.
   This is significantly out-of-range for the other time services.
  
  ANALYSIS:
  When the leap seconds value is negative (eg, CVTLSO =
  xFFFFFFFF_0BDC0000) the calculations done by internal routine
  todm64() shifts the value incorrectly (to make room for the ETOD
  Epoch byte).
  
  KNOWN IMPACT:
  System Automation, proc HSAMPROC, fails during IPL with
  out-of-storage issues.
  
  ADDITIONAL SYMPTOMS:

  1) STEPLIB to the 2.2 version of SCEERUN.
