Error description

• WebSphere Portal 8001 contains an incorrect default value in
  the wkplc.properties and wp_add_LA.properties files. The
  la.providerURL parameter needs the default WAS boostrap port to
  work correctly when running configuration tasks
  which require this parameter, such as wp-add-property or
  wp-add-la-property.
  WebSphere Portal 8.5 also has the incorrect default port value.
  

Local fix

• Manually correct the default value in the wkplc.properties and
  wp_add_LA.properties files and then run the configuration task.
