PI11967: CLEARTOOL DELIVER -ACT <ACT3> FAILS WITH "ACTIVITY "<ACT2>" MUST BE ADDED TO ACTIVITY LIST

Error description

• When you are doing a deliver operation in IBM Rational Unified
  Change Management (UCM), you may see the following:
  
  cleartool: Error: Activity "act2" must be added to activity list
  because the activity is in a previous baseline that was possibly
  created by a deliver operation.
    cleartool: Error: The list of activities specified is
  incomplete.
    cleartool: Error: Unable to deliver selected activities.
    cleartool: Error: Unable to deliver stream "d".
  The existence of the baseline can be confirmed by running:
    cleartool lsbl -l -stream d
  
  
  To reproduce the issue:
  
  1)  Create first change in new activity:
    cleartool mkact act2
    cleartool co -nc file1.txt
    cleartool ci -nc file1.txt
    cleartool mkbl 1
    cleartool co -nc file1.txt
    cleartool ci -nc file1.txt
  
  2) Create second change in new activity
    cleartool mkact act3
    cleartool co -nc file2.txt
     cleartool ci -nc file2.txt
  
  At this point act2 and act 3 do not have an overlapping
  changeset and the changes are not yet both in a baseline.
  3) when starting a delivery on 'act3':
    cleartool deliver -force -complete -act act3
  results in:
    cleartool: Error: Activity "act2" must be added to activity
  list because the activity is in a previous baseline that was
  possibly created by a deliver operation.
    cleartool: Error: The list of activities specified is
  incomplete.
    cleartool: Error: Unable to deliver selected activities.
    cleartool: Error: Unable to deliver stream "d".
  The existence of the baseline can be confirmed by running:
    cleartool lsbl -l -stream d
  
    WORKAROUND:
  
  1) Though deliver creates implicitly an (unlabeled) baseline,
  creating an explicit baseline using:
    cleartool mkbl -act act3 2
  succeeds, after which the delivery of the newly created baseline
  works fine:
    cleartool deliver -force -complete -baseline c_d_2
  
  
  2) Remove the blocking baseline ('c_d_1')
    cleartool rmbl -force c_d_1
  will allow
    cleartool deliver -force -complete -act act3
  to complete
