Error description

When performing a build using the IBM Rational ClearCase
"clearmake" utility in GNU make compatibiltiy mode, the build
may be properly performed if the following set of conditions is
present:
- The makefile contains a .SECONDARY pseudotarget
- There is an ifeq/else block immediately following the
.SECONDARY pseudotarget
- the "else" statement contains a trailing tab character.

This issue was not present in 7.x versions of ClearCase.

Local fix

Any of the following edits to the makefile will allow the build
to proceed normally:
- remove the .SECONDARY pseudotarget
- remove the trailing tab character.
