    * PROBLEM DESCRIPTION: The JSP Batch Compiler incorrectly *
    *                      parses a response file (declared        *

    ****************************************************************
    * RECOMMENDATION:                                              *
    ****************************************************************
    A response file declared using the JSP Batch Compiler
    attribute -response.file is parsed incorrectly when it
    contains non ISO 8859-1 characters. An example response file
    that produces the issue is the following (which uses the UTF-8
    character encoding):
    -war.path=C:/ ª ÂÔÇ  ¿ »ÔÇó/test.war
    -createDebugClassfiles=true
    -keepgenerated=true
    In the previous example, the JSP Batch Compiler will fail to
    locate the corresponding WAR file because it will not parse
    the file location correctly.
