Error description

• HDPC wrongly issues MSGFABP0470E when the following conditions
  are met:
  - When running HDPC for a PHIDAM database, DATASET=IMAGECOPY is
  specified on the DATABASE statement in the PROCCTL DD.
  - For the root segment of the PHIDAM DBD, POINTER=NOTWIN is
  specified.

  HDPC incorrectly issues MSGFABP0470E on the following
  conditions:
  
  1. When HDPC is run for PHIDAM databases, DATASET=IMAGECOPY is
     specified on the DATABASE statement.
  2. For the root segment of the PHIDAM DBD, POINTER=NOTWIN is
     specified.
  3. There exist root segments that do not have occurrences of
     dependent segments.
  

Problem conclusion

• The FABPECTL module has been modified to fix the error.
