PI38472: CLEANUP PROCESSING FAILS TO RESET REORG INTENT FLAG WHEN TOSI IMS CONNECTION IS LOST EARLIER THAN ORF IMS CONNECTION

Error description

• The cleanup processing can fail to reset the REORG INTENT flag
  when the TOSI XCF connection to IMS is lost earlier than ORF XCF
  connection to IMS.

  When IMS crashes and TOSI's XCF connection to IMS is lost
  earlier than ORF's XCF connection to IMS, the cleanup processing
  can fail to turn off the REORG INTENT flag.
  

Problem conclusion

• This APAR modifies the cleanup processing so that ORF turns off
  the REORG INTENT flag even when TOSI's XCF connection is lost
  earlier than ORF's XCF connection.
