Closed as program error.
Error description
Deploying a war file, it will add an entry in the Integrated Solutions Console navigation tree. After deployment when an entry is selected, portlet rendered as expected. IllegalStateException occurs when selected by any link with in the portlet.
Local fix
1. Add javax.protlet to import-package in manifest.mf. 2. Run osgiCfgIni.bat in <ewas-root>/bin This will enables WebSphere Application Server to pick up mainfest.mf changes at runtime.

Problem conclusion
