PROBLEM SUMMARY:
When SQLPA option is not installed, an intentional ABEND0C3 is
coded to flag the error.

PROBLEM CONCLUSION:
Remove ABEND0C3 and replace with appropriate reason code
message to follow KO2O1949E message.
