PK55231: ARSADMIN LOAD CRASHES WHEN FULLY COMPOSED AFP FILE HAS TLE VALUE BUT NO NAME

Error description

• Attempting to load a fully composed AFP input file with TLE
  value, but no name, causes arsadmin load to core dump. Taking an
  AFP dump, you will see the invalid AFP's TLE structured field
  with a value, but no TLE name:

Local fix

• This issue can be resolved by correcting the invalid AFP's TLE
  structured fields to include the name as shown below:
