PK53521: Can't upload document in v7.1.0.1 webUI (Error 200)

Error description

• Cannot upload document in v7.1.0.1 web UI. In the Team Member
  edition (web UI) for RPM 7.1.0.1, in the Documents view, if you
  select Upload... and select a file to upload to the server, you
  get and error message. (Error 200).

  RPM Web UI version is 7.1.0.1 (Build 14)
  Steps to reproduce:
  1-Log in to RPM Team Member edition (web UI)
  2-Go to Documents view
  3-Select "Action > Upload..."
  4-In the Upload File dialog box, click browse to select the file
  you want to upload
  5-Select a file and click Open
  6-Click Upload... to close the dialog box and upload the
  selected file.
  Instead of a confirmation message, you get an error message
