    Possible issue without this manitenance:
     IMS restart hangs when OLC=GLOBAL is specified.
     Eventually, it terminates with the following:
      ABENDU2801-01 in DFSOLCS0, followed by messages:
      DFS2848E DYN ALLOC  FAILED FOR OLCSTAT, RC=00000004/0210
      DFS2848E DSN=IMS10P.Z0.OLCSTAT

    - PK50236 for IMS DEDB Fast Recovery
    DFR was changed in the same manner as IMS V10 APAR PK40894.
    DFR issues MSGDFR1067W message during this wait and retry loop;
    without it the customer cannot understand why DFR is in a wait.
    And DFR reduces the wait to 5 minutes.

    DFR1067W OLCSTAT DATA SET DYNAMIC ALLOCATION ENCOUNTERED AN
             ERROR; RETRYING THE ALLOCATION

    Explanation: DFR is in a wait state during dynamic allocation of
    the OLCSTAT data set. This wait occurs because the OLCSTAT data
    set is being held by another user. DFR will re-attempt dynamic
    allocation of the data set and will continue attempting until
    one of the following occurs:
      - The OLCSTAT data set is no longer in use by the other user
      - The maximum number of retry attempts has been reached
    *
    System action: If the OLCSTAT data set is freed by the user
    holding it, DFR continues. If the maximum number of retry
    attempts has been reached, the job ends with an abend code
    U1051, accompanied by message DFR1051E.

    System programmer response: If the job ends with an abend code
    U1051, follow the directions of message DFR1051E.
