Property Manager is not available error logging in with IBM FileNet IDM Desktop or IBM FileNet IDM Web Services

Troubleshooting


Problem

Attempting to login to an IBM FileNet Content Services library using IDM Desktop or IDM Web Services generates a Property Manager is not available or Property Manager unavailable error.

Symptom

Running a Trace log shows either that the client software cannot login to the database, or that it is successfully connecting and one of the last queries to the database is:
