Error description
Attempts to start an MQ stub fail with the following error: [CRRIT8806E] Failed to start proxy route: An exception occurred while adding a rule to the rules namelist [rit.divert.rules], com.ghc.a3.mq.control.pcf.QueueManagerAdministrator$CannotLockNa melistException When the stub detects that the MQ server connection is broken it is stopped. In the case of an MQ stub that is performing sift & pass-through, part of the terminate logic attempts to remove the rule that has been created for diverting. In order to prevent multiple stubs altering the master namelist simultaneously the code employs a locking mechanism by creating a namelist called RIT.DIVERT.RULES_LCK. When the connection has been broken, there are situations where the lock namelist can be created but the MQ server reports that it could not create it. With the namelist in place, no new stubs can be started. WORKAROUNDS: Delete the namelist RIT.DIVERT.RULES_LCK. To greatly reduce the chances of this happening, update to version 9.0.1.1 or newer and configure your MQ transports to retry the MQ connection with infinite retries.

Problem conclusion
In Rational Integration Tester 9.2.0 an alternative approach is used to achieving locking that prevents the namelist from remaining on the queue manager.
