PI89041: FFDC java.lang.IllegalStateException: Module has been uninstalled. occurs when dynamically configuring Liberty

Error description

When the Liberty server configuration (server.xml) is
modified to remove a Liberty feature dynamically while the
server is running the an FFDC exception can be generated
with the message:

java.lang.IllegalStateException: Module has been
uninstalled.

This FFDC does not impact the functionality of the server
and can be ignored.

IBM WebSphere Application Server delivers the national language
support resources in separate jars called fragments.  When
uninstalling a liberty feature from the running server instance
the national language support fragments are also uninstalled
dynamically.  There is a issue in the code that handles when the
fragments are uninstalled.  That code is trying to access
resources out of the uninstalled fragments which leads to the
FFDC reported.  The code reports the FFDC and correctly
continues without any detrimental effect on the functionality of
the server.

Problem conclusion

The scenario when fragments are uninstalled is correctly handled
but the FFDC with the  java.lang.IllegalStateException is
incorrectly reported.  The fix is to avoid reporting the FFDC
when there is no detrimental effect on the functionality of the
server.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.4.  Please refer to the Recommended Updates page for

Temporary fix

Ignore the FFDC when it is reporting the exception:
java.lang.IllegalStateException: Module has been uninstalled.
