  The problem is due to ATY#XACB calling ATY#RACB without first
  checking or a catalog-managed environment

  * PROBLEM DESCRIPTION: When an object or object profile expand *
  *                      takes place on a system that has        *
  *                      Catalog-managed ACBs and also has no    *
  *                      defined ACB libraries, The expand will  *
  *                      fail with the following error:          *

  *                       ATY3111E - DD required for program     *

  *                                  missing                     *
  *                       ATY3005I - Member : IMSACBx            *

  * RECOMMENDATION: Apply the PTF that corrects this APAR.       *
  ****************************************************************
  When expanding a DBD or PSB, Admin Tool searches for the PSB or
  DBD (actually a DMB) in the system's ACBLIB or Catalog's
  directory file. Depending on the data requested for the
  expansion, the object may need to be read by several different
  processes. One of these processes failed to recognize that the
  system had Catalog-managed ACBs, and attempted to read the
  system's ACB library instead of the Catalog's directory file.
  Since the ACB library did not exist, the expand process failed.
  

Problem conclusion

• Upon application of this PTF, expands in environments that have
  Catalog-managed ACBs and no defined ACB libraries will now be
  successful.
