  When you create the data on the zOS host to be pushed
  down be sure to Export
  Menu Manager Files and
  The following eclipse preferences:
   com.ibm.ftt.ui.menumanager
   com.ibm.tpf.menumanager
  
  
  When a client first connects to that zOS host
  you will get the PTC pop up dialog.
  Click ok to download.
  An error stating, "premature end" to xyz.xml file may pop-up.
  
  When you attempt to use the menu they may not exist.
  
  If you open Window > Preferences > Menu Manager >
  Actions and Menus and Menus
  you will see that it points to the correct *.xml file.
  Click OK.
  
  Now the Menu Items show up.
  

Local fix

Problem summary

• The code used to read the push-to-client menu manager file was
  attempting to overwrite the file with itself, causing it to be
  blanked.
  

Problem conclusion

• The code used to read the push-to-client menu manager file was
  attempting to overwrite the file with itself, causing it to be
  blanked.  Extra checking is needed to prevent the unnecessary
  overwrite.
  
  The problem listed in this APAR has been resolved with
  IBM Rational Developer for z Systems V9.5.1.7 Fix Pack which
  is available from the Recommended Fixes support download page:
