PI85961: COGNOS CAN NOT DISPLAY CHARACTERS THAT BECAME AVAILABLE IN UNICODE 8.0.0

Error description

• Cognos can not display characters that became available in
  unicode 8.0.0
  
  According to this link, Unicode 8 has an addition block which is
  "CJK Unified Ideographs Extension E"

  The character in such new blocks are in the following documents
  on CJK Unified Ideographs Extension E:
  http://www.unicode.org/charts/PDF/U2B820.pdf
  
  Those characters could be displayed in the latest version of
  chrome browser as shown in the following web page. For example
  the character with unicode U+2B820.
  http://unicode.scarfboy.com/?s=U%2B2B820
  
  However, in Cognos reports, those characters are displayed as
  squares, this include U+2B820. On the other hand, U+2B819, which
  is not part of this "CJK Unified Ideographs Extension E" could
  be displayed correctly.
  
  Test has been done on both 10.2.2 FP7 and 11.0.5. The same
  symptom was observed.
